Inside the Bedroom: Watchtower Rules on Sex & 'Uncleanness'

For most of its modern history the Watchtower Bible and Tract Society has claimed jurisdiction not only over whom Jehovah's Witnesses may marry and divorce, but over what married couples may do in their own bedrooms, what single members may do with their own bodies, and what images a Witness may look at in private. This oversight rests on a specialized vocabulary — porneia, "uncleanness," and "loose conduct" — that determines whether a member is counseled, publicly reproved, or disfellowshipped and shunned. The organization's positions have not been static. On the specific question of oral and anal sex within marriage, the Watchtower reversed itself, re-tightened, and reversed again over roughly fifty years, each time in its own printed words. This article documents that record from the organization's own publications.

The Vocabulary of Control

Watchtower discipline in sexual matters turns on three Greek terms lifted from the Christian Greek Scriptures and given precise, escalating administrative meanings in the elders' manual Shepherd the Flock of God.

Porneia (rendered "fornication" or "sexual immorality") is defined as the immoral use of the genital organs, in a natural or perverted way, with lewd intent, involving at least one other party. Per the manual, it does not require penetration, skin-to-skin contact, or climax, and it expressly includes oral sex, anal sex, and the mutual manipulation of the genitals between persons not married to each other.^[1] Porneia is the most serious category; an unrepentant offender is disfellowshipped.

Akatharsia ("uncleanness") is a lesser but still disciplinable category covering a range of immoral conduct that stops short of porneia — for example, prolonged passionate kissing, fondling of breasts or genitals, or the viewing of pornography. The manual has historically split this into ordinary "uncleanness" and "gross uncleanness."^[1]

Aselgeia ("loose conduct" or "brazen conduct") adds an attitude element — a "disrespectful, insolent" spirit that flouts God's standards. It is the label applied when the wrongdoer is not merely weak but defiant.^[1]

These are not academic distinctions. Where an act falls on this ladder decides whether a judicial committee expels the member — triggering the total shunning that severs family and friendships — or merely reproves them, either privately or with an announcement read to the congregation.^[2]

The Disciplinary Gradations

Shepherd the Flock of God instructs a judicial committee first to establish whether serious wrongdoing occurred, then to judge repentance. If the wrongdoer is unrepentant, "he should be disfellowshipped." If judged repentant, he is "reproved," and where the sin is known or likely to become known, "the reproof should be announced" to the congregation at the next midweek meeting — the euphemistic notice that "a matter has been handled."^[2] Even a repentant, reproved member typically loses "privileges" (microphone duties, prayer, comments, any appointed role) for months or years.

This is the machinery that, for a period of years, was pointed directly at the marital bed.

Inside the Marriage Bed: The 1970s Hardline

By the mid-1970s the Watchtower had extended the definition of porneia into marriage itself. Discussing what conduct could rise to the level of gross immorality, The Watchtower of November 15, 1974, described "lewd practices such as might be carried on in a house of prostitution, including oral and anal copulation."^[3] The organization taught that a Witness whose marriage mate demanded such acts might even have Scriptural grounds related to porneia, and that a member who practiced them unrepentantly was subject to congregational discipline. In this period, what a husband and wife did in private was treated as the legitimate business of the elders.

The 1978 Reversal — "A Matter for the Married Couple"

Within four years the organization retreated. In a "Questions From Readers" item, The Watchtower of February 15, 1978, conceded that Scripture gives no explicit rule on the private techniques of marital relations, and drew the striking conclusion that elders had no business policing them. In its own words, "these are matters for which the married couple themselves must bear the responsibility before God," and "these marital intimacies do not come within the province of the congregational elders to attempt to control nor to take disfellowshiping action."^[4]

For a religion that regulated so much, this was a remarkable admission — an explicit statement that the elder body had overreached and would withdraw from the bedroom. It did not last.

The 1983 Re-Tightening

Five years later the pendulum swung back part-way. Responding again to reader questions, The Watchtower of March 15, 1983, addressed whether a Witness could obtain a Scriptural divorce because a mate demanded "perverted acts, such as oral or anal sex, within the marriage." The article answered that such acts did not constitute the porneia that frees a person to remarry — so there were no grounds for a Scriptural divorce on that basis.^[5] Yet in the same breath it reintroduced the threat of discipline, indicating that a Witness who unrepentantly practiced or openly advocated such "perverted" conduct could face loss of privileges or even expulsion from the congregation.^[5]

The net effect was a doctrine at war with itself: the same act was simultaneously not serious enough to dissolve a marriage yet serious enough to dissolve one's standing in the congregation. Rank-and-file Witnesses were left to navigate a moving target set by a distant committee — and, crucially, to wonder whether confessing an intimate act to their elders would end in counsel or in shunning.

"Oral Sex Is Fornication" — The 2007 Restatement

The organization continued to teach, for the unmarried, that oral sex is full-blown porneia. The Watchtower of October 15, 2007, defined the Greek term as "the use of the genital organs in either a natural or a perverted way with lewd intent," and pointedly added that it "includes oral sex, despite the fact that many teenagers around the world have been told or have come to the conclusion that oral sex is acceptable."^[6] For a single Witness, then, oral sex is a disfellowshipping offense identical in gravity to intercourse, while for a married Witness the same act drifted in and out of the elders' jurisdiction depending on the decade.

Masturbation: "Self-Abuse" and the Culture of Guilt

Alongside its regulation of couples, the Watchtower spent decades condemning solitary sexual activity. Masturbation — routinely branded "self-abuse" — was never in the Bible by name, but the organization declared it "unclean" and dangerous.

The Watchtower of May 15, 1970, warned that "autoeroticism or masturbation is no mere innocent pastime but rather a practice that can lead to homosexual acts."^[7] Awake! magazine devoted articles to the theme, including "Why Avoid Self-Abuse?"^[8] The Watchtower of February 15, 1976, listed "unclean practices, such as masturbation, which can be a steppingstone to homosexuality."^[9] The claimed causal link to homosexuality — unsupported by any medical evidence — recurred across the literature of the 1970s and 1980s and was aimed squarely at Witness teenagers.

The consequence was a pervasive culture of guilt and confession. Young Witnesses were counseled to pray, keep records of "clean" days, avoid "wrong" thoughts, and — when they inevitably "fell" — to unburden themselves to elders. The 2008 book Keep Yourselves in God's Love continued the framing, describing masturbation as a "spiritually unhealthy" habit that "instills attitudes that foster self-centeredness and corrupt the mind."^[10] While masturbation was, in this era, generally not by itself a disfellowshipping offense, it could bring loss of privileges and years of shame, and it routinely surfaced in judicial contexts where a member's broader conduct was under review.

Elders in the Bedroom: Questioning in Judicial Cases

Because so many private acts were folded into porneia and "uncleanness," the elders' fact-finding necessarily reached into explicit territory. A judicial committee — three men, none of them the accused's choosing — is tasked with establishing exactly what occurred. In practice this has meant Witnesses, including women being questioned by all-male panels and minors questioned about their own experiences, being asked to describe specific acts: what was touched, for how long, whether clothing was removed, whether climax occurred.

The Australian Royal Commission into Institutional Responses to Child Sexual Abuse scrutinized this system and found the all-male, un-trained judicial structure and its handling of sexual matters to be gravely deficient in protecting the vulnerable.^[11] Critics have long documented that the Shepherd the Flock of God manual devotes extensive space to cataloguing sexual acts and their gradations while offering little protection against invasive, humiliating questioning of the accused.^[1] For many former members, being interrogated about their sex life by lay elders is remembered as one of the most degrading experiences of their time in the organization. Pornography

Pornography is handled under the "uncleanness" ladder. The Watchtower teaches that viewing pornographic material is a serious sin; occasional viewing may draw counsel or private reproof, while an entrenched habit, or an unrepentant or brazen attitude, can be classed as "gross uncleanness" or "loose conduct" and bring public reproof or disfellowshipping.^[2] The organization's counsel treats even fleeting exposure as spiritually contaminating and again channels members toward confession to elders.^[12]

The Modern Position and the 2025 Shift

The organization's public-facing material now frames marital intimacy as a private matter. Its jw.org article on sex advises that within marriage, spouses should treat each other with love and honor, and it avoids the old prescriptions about specific techniques.^[13]

That drift was formalized in 2025. Updated instruction to congregations and the elders' manual clarified that sexual matters between a husband and wife are their own private concern, and — in a striking reversal of half a century of teaching — that masturbation of oneself "is not sexual immorality."^[14] For members who spent their youth wracked with guilt over "self-abuse," or who once confessed intimate marital acts to a judicial committee and lost privileges or family over them, the quiet correction has landed as vindication and grievance in equal measure. The acts did not change; only the men writing the rules did.
